POSITION SUMMARY:
Under the guidance of the Manager, Human Resources and working as a member of a team of human resources staff responsible for performing a variety of administrative, technical and analytical duties of limited to moderate complexity related to the administration of the University Student Union’s staff employment program, including regular, temporary and temporary emergency employees. The position supervises a part-time student assistant employee.
ESSENTIAL DUTIES:
Review, analyze, develop, and administer a wide variety of employment and recruitment-related practices and procedures in support of the University Student Union’s (USU) staff (regular, temporary, and temporary emergency) employment program;
Oversee, plan, and coordinate the full recruitment and hiring cycle for all staff employee positions including regular, temporary, and temporary emergency positions;
Provide direction, assistance, and guidance to supervisors and staff employees on employment and recruitment-related functions including but not limited to:
- Generating and reviewing job descriptions
- Position classifications
- Recommending salary placements and salary ranges
- Full recruitment and hiring cycle
- Evaluating job applicants, conducting interviews and selecting new hire(s)
- Employment policies and procedures for international staff
- Verifying eligibility to work in the United States
- Performance management process and conducting performance reviews
- Voluntary separations
Conduct and approve online background checks; conduct reference checks; review results and alert Manager of hiring concerns;
Extend job offers, schedule and conduct new hire onboarding and sign- in meetings;
Enter information for new hires and rehires into the Human Resources Management System (HRMS); update information in HRMS including but not limited to: new employee personnel information, salary changes, supervisor changes, terminations, evaluation ratings, reclassifications, merit increases, dependent information, benefit deduction codes, 403b deductions, 403b loans, PTO accruals, tax withholdings, etc.;
Train and supervise the work of one (1) part-time student assistant employee, monitor performance; generate performance evaluations; administer disciplinary action as needed;
Provide benefit and enrollment information to eligible employees; serve in lead capacity to benefit carriers and the USU benefits broker for the USU’s health, dental, vision, long-term disability, life insurance, accidental death and dismemberment, tax-sheltered and pension plans; oversee COBRA benefit program;
Conduct individual benefit orientation sessions, prepare necessary documents for implementing coverage and enroll employees upon completion of paperwork;
Plan and coordinate annual open enrollment benefits meeting and provide new information and paperwork as necessary; collect and process annual open enrollment paperwork as required;
Develops and maintains onboarding materials, guides, checklists, presentations, and other resources for employees and supervisors;
Coordinates and conducts exit interviews to gather feedback regarding employees’ work experiences, document relevant findings, and communicate pertinent information to Human Resources leadership;
Conducts research, provides analysis and recommendations on HR topics such as onboarding, employee engagement, supervisor and employee trainings, recruitment, retention, and benefits management as directed
Collaborates with Manager, HR, Associate Director, HR & Professional Development to plan and implement new or revised HR programs, policies, or procedures;
Generate and present presentations on a variety of HR topics including but not limited to recruitment, employment, HR trends, etc.;
Collaborate with California State University, Northridge Human Resources regarding staff recruitment and employment;
Coordinate enrollment and contribution changes to retirement plans, facilitate rollovers and withdrawals, assist with loans and loan repayment, and verify accuracy of annual pension census and account contributions; research employee vesting in USU pension plan and analyze information provided by retirement plan service providers regarding employee information and contributions;
Review monthly benefits invoices for accuracy, process paperwork for payment, and calculate and enter into the HRMS payroll deductions for employees electing voluntary coverages;
Create and maintain benefit records and forms (enrollment, beneficiaries, etc.);
Track regular employee performance evaluation ratings and due dates; send reminders to supervisors;
Serve as back-up administrator to the USU’s workers’ compensation claims program with workers’ compensation insurance carrier and other ancillary agencies to ensure compliance with applicable laws, guidelines, regulations, and procedures;
Generate employee benefit census;
Process staff unemployment insurance claims;
Track employee data and hours to ensure compliance with mandatory ACA Healthcare tax reports;
Coordinate and oversee record retention files and legally required records and reporting;
Coordinate, verify, and process annual general salary increases, staff bonuses, and annual merit increases as applicable;
Process requests for information from the University, State, and other government and private agencies;
Create and maintain USU list-servs;
Generate letters, memos, and emails;
Serve as backup for Specialist, Human Resources, primarily responsible for student employment;
Perform other related duties as assigned.
QUALIFICATIONS:
Education:
Equivalent to graduation from a four-year college or university with a bachelor’s degree in an applicable field.
Experience:
Equivalent to a minimum of two years professional-level human resources experience in a position which demonstrates the candidate has the ability to perform the duties of the position.

- Ability to learn, interpret and apply a wide variety of laws, regulations, policies and procedures
- Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them
- Ability to analyze data and make recommendations
- Ability to organize and plan work and projects including handling multiple priorities
- Ability to make independent decisions and exercise sound judgment
- Ability to compile, write and present information in one-on-one and group settings
- Ability to conduct independent research and analysis of human resources topics and practices and develop sound recommendations
- Ability to evaluate existing HR policy and procedure, identify opportunities for improvement, and assist in developing and implementing effective solutions
- Demonstrated ability to establish and maintain effective working relationships within and outside the organization and serve as a liaison for the Human Resources Department and the University Student Union
- Working knowledge of Microsoft Windows applications including Word, Excel, Outlook and PowerPoint.
WORKING CONDITIONS:
Work is generally performed indoors in a temperature-controlled office environment. Ability to work under pressure and adhere to deadlines. Position requires daily public contact.
SUPERVISION EXERCISED:
This position supervises one part-time student assistant employee.
PAY, BENEFITS AND WORK SCHEDULE:

The anticipated hiring range will be as follows and is dependent on experience and qualifications:
Hourly: Minimum: $30.77 Maximum: $33.65
Bi-Weekly: Minimum: $2,461.60 Maximum: $2,692.31
Annually: Minimum: $64,000.00 Maximum: $70,000.00
The salary range of the position is as follows:
Hourly: Minimum: $ 27.69 Maximum: $ 40.34
Bi-Weekly: Minimum: $ 2,214.92 Maximum: $ 3,227.20
Annually: Minimum: $ 57,588.00 Maximum: $ 83,904.00
